why there is no proctor in paksitan

I have one question that why there is no one to get the RHCE exams from pakistani students, what needs to be done to get some pakistani teacher in pakistan for RHCE exams, why we should look always and wait for an indian teacher.

I am really wondering that whats wrong. we have really intelligent people in pakistan but why some one din't go this far.

For that one need to be RHCI and RHCX and if any Pakistani have these certifications they will be hired by Red Hat.
