needs of expat Pakistanis

Salam,
I was originally searching the web to find how I could get some development done in Pakistan (web dev., probably Django/python). I seem to go through this excercise every few months yet can't find the information I need.
Think about this, I am willing to pay someone in Pakistan for some work, yet this opportunity is lost due to lack of organized information. What's worse, I know I'm not the only one who gives up!
Before I go further, let me explain that I don't represent a large firm. Companies that want projects done have experts who can find out all the information they need. This is about individuals who would to get a project or two done, but either don't have to skill or the time to do it themselves.
First thing I need to know is the amount of money one has to spend. What is the average salary of a fresh graduate, intermediate programmer, senior programmer, technical project manager? What is the average hourly rate of a good, self-motivated programmer (not one who did Comp. Sci. 'cause his father told him to)? What is the quality of programmers? Are there any who contribute to open source projects? What level of experience do the programmers have? Do they need to be given explicit instructions or are they familiar enough with the industry that they understand projects better than their clients? Can I trust the developers I hire?
I have a few sugguestion that might help answer these questions. I will try to limit them to this particular forum.
--Perhaps the issue of an overview of the Pakistani market can be solved by having periodic (anonymous) surveys of the members of this forum. A survey might ask the average salary/rate for various categories of developers. I think even more important than the results of the survey will be the discussion in the discussion forums. The survey numbers may be wildly off, but reading the informed opinnion of trusted members of this forum will help outsiders gain an understanding.
--I am not a regular on this forum but it seems that there are regular contributors and the admins seem to want to maintain this forum. I think it will a good idea for active contributors and interested admins to either expand this forum or start another one which cover more than just linux (java/c#/python/ruby/theory/hobby/etc.).
--I find that I feel more comfortable trusting those names that keep coming up again and again in the forums. I am inclined to send a message to them to ask them if they are available for projects. I would encourage that those members who have built up some level of trust among linuxpakistan.net visitors to become 'gateways' for those who seek developers. You may not be able to take on another project, but you are more likely to know another capable, trustworthy person than I. If someone is looking for a developer...don't just refer them to someone who can do it, offer to be the middle-man who will take the responsibility of satisfying the client (even if that means charging slightly higher amount of money)
--If someone is looking for a developer, help them improve their description. Many of 'us' have less experience than many of 'you.'
--Why not go all out and build a whole new site that combines forums, article posts, friendster type technology...
